Staff at the Alt Empordà Comarcal Council in Figueres, Girona, staged a protest on Tuesday over what they described as deficient work conditions. The action took place at the council building entrance, where workers set up an improvised office to make their concerns visible.
The employees said they were unhappy with both economic conditions and the resources available to them. Their protest followed a resolution that rejected most of the more than 140 appeals submitted against the council’s Job Evaluation Proposal.
Out of 150 civil servants, 140 filed appeals. Workers described the rejection as absurd, and said the council took 15 months to respond. They also criticised the timing of the replies, which arrived during an electoral period when no Staff Board was in place.
The protest was aimed at showing the discomfort felt by the workforce. Staff said the rejected appeals were a setback for expectations around roles and pay, and that the lack of a Staff Board left them without a formal channel for negotiation during the response period.
