Provisional Selection of Design for Regional Government Hub

The design for the future headquarters of the Catalan government in the Alt Pirineu and Aran region has been provisionally selected, with the project TREMPtació30 winning the ideas competition organised by Infraestructures de Catalunya. The proposal comes from a joint venture of architects Arnau Ricart, Esteve Puigdengoles and Marc Espinet. While the decision is still provisional and subject to a period for appeals and final contract negotiations, it marks a key step forward in establishing a central administrative presence in the mountainous region.


Centralised Public Services in Tremp

The new building will be located on Passeig Pompeu Fabra in Tremp (Lleida), adjacent to the existing Cartographic and Geological Institute of Catalonia’s support centre and near the Mossos d'Esquadra police station. It will house territorial services from multiple departments of the Generalitat, including Education and Vocational Training, Equality and Feminism, Health, and Justice and Democratic Quality. A key feature will be an integrated Citizen Service Office (Oficina d’Atenció Ciutadana), which is expected to begin operating provisionally elsewhere in Tremp from next year before moving into the permanent facility.

This new infrastructure forms part of the Generalitat’s plan to consolidate its territorial presence, improving access to public services across the region.

Building Specifications and Sustainability

The structure will consist of a ground floor, four upper floors, and underground levels, covering approximately 3,100 square metres. Around 2,000m² will be above ground, with 1,100m² below. The design prioritises flexibility: workspaces on upper floors will be arranged around a central service core, allowing for reconfiguration over time. The ground floor will host the main citizen service area, while the first floor includes a multipurpose hall and training classroom. The second and third floors will provide flexible office space, and the fourth will include work areas and a green rooftop space. Sustainability measures include vertical wooden louvres to control sunlight and ventilation, photovoltaic panels, and locally inspired materials such as red-toned stone characteristic of the Conca de Tremp.

Broader Regional Expansion Plan

The Tremp site is one element of a wider rollout of government services across the Alt Pirineu and Aran region. Parallel projects are underway in Puigcerdà and La Seu d’Urgell:

  • In Puigcerdà, the building on Carrer Pic d’Eina will host services from Enterprise and Labour, and Economy and Finance.
  • In La Seu d’Urgell, former court buildings at Pati Palau and Ca l’Armenter will accommodate territorial offices for Territory, Agriculture, Interior, Presidency, and other public bodies.

These developments aim to bring decentralised, accessible administration closer to residents across the six comarques served, Alt Urgell, Alta Ribagorça, Aran, Cerdanya, Pallars Jussà and Pallars Sobirà, where some services currently operate through coordination offices linked to Lleida or Girona.
