Agreement Reached on Metropolitan Governance

On Monday 14 September 2026, the Catalan government’s Minister for Presidency, Albert Dalmau, met with mayoral representatives from the Association for the Promotion of the Camp de Tarragona Metropolitan Area. They agreed to advance the development and consolidation of a dedicated metropolitan model aimed at improving institutional coordination and increasing the region’s influence. The Generalitat reaffirmed its institutional support for the project and pledged to provide technical resources to speed up implementation 'as quickly as possible', according to official statements published today by the regional executive.

A key outcome of the meeting was the emphasis on defining the legal framework for the new body. Discussions highlighted the need for stable dialogue between the Generalitat and the association to shape this structure, particularly in areas such as mobility, cooperation instruments, and governance. This step follows earlier strategic work, including the presentation of a draft Metropolitan Strategy for Camp de Tarragona in February 2026, which emerged from a participatory process led by the Tarragona Provincial Council (Diputació de Tarragona) and developed by consultancy D’aleph.

The strategy outlined six strategic lines, with integrated public transport, including the ongoing tramway construction, identified as a foundational element of the future metropolitan area.

Infrastructure and Institutional Backing

Parallel developments reinforce the push toward integration. The Department of Territory, Housing and Ecological Transition has already awarded contracts worth €158 million for the first phase of the Camp de Tarragona tramway. Ferrocarrils de la Generalitat has also launched tenders for the operations centre. Port Tarragona signed a collaboration protocol with the metropolitan association earlier this year, as did Pimec, the regional business federation, becoming the first private entity to formally back the initiative. Additionally, an Agency for Metropolitan Competitiveness and Investment Attraction was recently established to boost economic development across the zone. Local authorities stress that enhanced coordination will improve access to EU funding and strengthen joint planning in housing, energy, and transport.

While the formal legal creation of the metropolitan area is still pending, today’s agreement signals continued momentum. The next phase involves refining the governance model and advancing legislation to give the body statutory powers.
