Tarragona city council plans to change its Low Emission Zone, or LEZ, ordinance so it matches Catalan regulations more closely and reduces the impact on some drivers.

Mobility councillor Sonia Orts presented the proposal to municipal groups on 2 June 2026. She said the council did not want the LEZ to leave anyone behind, and that the changes are meant to support that aim.

The reform would bring local rules into line with the Generalitat’s Decree 132/2024 and Resolution TER/3832/2025. It would also mean future changes to those Catalan rules would apply automatically in Tarragona, without the need for another municipal amendment. One of the main changes would be to double the number of sporadic access permits for vehicles without an environmental label. At present, those vehicles can enter the LEZ 12 times a year. Under the proposal, that would rise to 24 annual authorisations, in line with Catalan law and the system already used in Reus.

The council also plans to change the resident exemption. The new wording would remove the distinction between people living inside or outside the LEZ, allowing all Tarragona residents to access and circulate within the zone without restrictions until 31 December 2027.

The proposed ordinance change will go before the Territorial Information Commission next week. It will then be put to a vote at the municipal plenary session scheduled for June.
