Four municipal plots transferred for public housing
The Ajuntament de Sant Feliu de Guíxols has unanimously approved the transfer of four municipal land plots to the Generalitat de Catalunya for the construction of approximately 90 affordable rental homes. The decision marks a key step in a housing initiative first developed in 2018 to expand access to public housing in the Baix Empordà town. The plots are located on the site of the former Traschler factory, with one parcel along the Girona road and three others near Carrer Huguet. This land will be used to develop housing under the management of the Agència de l'Habitatge de Catalunya, which will launch a public tender to assign the construction to a developer.
75-year lease to enable long-term public control
The transfer will take place through a 75-year surface right (dret de superfície), under which the winning developer will build and manage the homes according to municipal criteria before returning full ownership to the town council at the end of the term. This model ensures long-term affordability and public oversight of the housing stock. Construction is expected to begin in the near future, with completion projected between 2028 and 2029. The local government credits renewed momentum to the current administration of Salvador Illa, calling the agreement a "historic" advancement in social housing.
This project reflects our commitment to making housing accessible for all residents, not just tourists or second-home buyers,
said Josep Saballs, the municipal councillor for Urban Planning and Housing. The move aligns with Sant Feliu's Housing Plan, adopted in June, which diagnoses a growing need for affordable rental options due to rising prices and limited supply. The plan outlines a two-phase strategy to expand the town's public housing stock, with this project forming a central part of its implementation.
