Salou Council in Tarragona was awarded the Infoparticipa 2025 seal with a perfect 100% score on Tuesday afternoon at an event held at the Universitat Autònoma de Barcelona (UAB) rectorate.
This recognition places Salou among Catalonia's leading councils for the quality and transparency of its local public communication. Only 22 of the 947 councils evaluated across Catalonia achieved this excellent rating, reinforcing Salou's position as a leader in institutional best practices.
In total, 118 councils received the seal, though without meeting all requirements for the maximum score. Salou was also one of only four councils in Catalonia to receive an Extraordinary Award, specifically for its mentorship of L'Ampolla Council, helping to improve its transparency and public communication standards.
Salou's Commitment to Transparency
Salou's mayor, Pere Granados, collected the accreditation diploma, accompanied by the Councillor for Quality and Good Governance, Yeray Moreno, and officials from the Communication and Press and Open Government departments.
Mayor Granados praised the internal work of the municipal organisation, stating: "I want to sincerely congratulate all the technicians and professionals of the Council who, with their dedication and rigour, have made this recognition possible. This seal is the result of collective work and a shared commitment to doing things well."
He added that "together we contribute to consolidating municipal management that is increasingly transparent, more rigorous, and, above all, more oriented to serving people. Transparency is not just an obligation, but a way of understanding public action, based on trust, proximity, and accountability to citizens."
Infoparticipa's Role
During the ceremony, UAB rector Javier Lafuente congratulated the awarded mayors for making their councils examples of good practices. He highlighted "excellence and knowledge transfer" as fundamental pillars of the initiative. Lafuente also noted that the Infoparticipa project strengthens the relationship between the university, citizens, and public administrations.
The rector explained that the Infoparticipa seal acts as a 'thermometer' for the quality and transparency of communication in local institutions, including councils, regional councils, and provincial councils. An independent tribunal, comprising representatives from the UAB, the Col·legi de Periodistes de Catalunya, and the Anti-Fraud Office of Catalonia, awards the seal.
Despite the strong results from municipalities like Salou, overall data for this edition shows a slight decrease in the number of councils receiving the quality seal, falling from 133 to 122. Organisers attribute this decline to the high level of demand from the indicators, while acknowledging the technical effort of many administrations to make transparency a central part of their management.
Salou continues its commitment to an open, rigorous administration that serves its citizens.
