Roses Council in Girona has backed a motion against Decree-Law 3/2023, the rule that regulates licences for tourist use housing, known as HUTs, in municipalities classed as stressed from 2028 onwards.

The motion was brought forward by the Roses-Cap de Creus Business Association and approved by the council. The association says the decree would cause serious harm to the local economy, while Fèlix Llorens, the councillor for Tourism and Economic Promotion, said it would lead to the elimination of 3,331 tourist use homes, or 62% of the accommodation stock.

Llorens said the loss would mean not being able to accommodate thousands of families, with direct and indirect effects on local businesses and service companies. The council’s position reflects concern that the rules could hit tourism income and jobs in the coastal town.

The decree is intended to tackle housing shortages in places with high demand, but Roses officials argue it would affect a tourism-dependent economy too heavily. The council’s vote adds to local opposition to the regional government’s plan for tourist accommodation regulation.
