Daniel Ruiz, current president of the Partido Popular (PP) in Girona, has announced his candidacy to lead the party’s provincial congress, aiming to transform the PP into a more open, modern and united force ahead of upcoming elections.

Ruiz set a primary objective of securing a parliamentary deputy for Girona in the Congress of Deputies in Madrid, a seat the party has not held from the province in recent elections. He made the announcement at a political event attended by Alejandro Fernández, president of the PPC (PP in Catalonia), who reaffirmed support for Pere Robert, the PP’s current municipal spokesperson in Blanes, to once again lead the local candidacy with ambitions to become mayor.
Ruiz stressed the party’s broader ambitions to increase its number of councillors, enter new town councils, and establish a strong alternative across the province. He criticised the current governance model in Girona, led by CUP with support from ERC and Junts during previous terms, accusing them of normalising decline.

Ruiz identified security, cleanliness, housing and municipal management as top concerns for residents. He called for the restoration of authority, stating, “I am not running to resignedly manage a failed model.” He distanced himself from pre-election pacts, asserting that his principles are not for sale, and insisted the goal is to win outright and implement his agenda from day one.
Focus on Security and Education
Alejandro Fernández used his speech to highlight national PP priorities, including security, immigration and public administration. He stated that individuals who come to Spain “exclusively to commit crime or exploit our system have no place among us and will be swiftly expelled” if the PP reaches national government.
Fernández also addressed Catalonia’s education system, citing poor PISA test results and welcoming recent moves to reintroduce textbooks and strengthen maths instruction. He dismissed the previous model as resembling a “spa” rather than a rigorous academic environment.
Housing and Property Rights
The PPC leader pointed to Catalonia’s high rates of illegal occupations and evictions across Spain, advocating for policies that uphold private property rights, moderate taxation and land liberalisation to improve housing access. These proposals form part of the party’s broader platform to revitalise urban management and economic competitiveness in the region.
