New Courses Focus on Emerging Threats
More than a hundred local police officers from municipalities across Barcelona province are enrolled in specialist training sessions this 2026–2027 academic year, delivered by the Diputació de Barcelona in collaboration with the Institut de Seguretat Pública de Catalunya (ISPC). The programme includes new modules this year on fraud offences, initial interventions in sexual violence cases and technologically enabled crimes. A practical workshop on responding to attacks involving knives or similar dangerous objects is also being offered, alongside command-level training in indicators and operational command boards for police supervisors.
These actions contribute directly to strengthening public safety and institutional resilience at the municipal level.
Since 2025, the Diputació de Barcelona and ISPC have jointly provided 18 distinct training actions covering citizen security, legal matters, environmental protection, noise regulation, civil protection and emergency response. These are part of the Diputació’s Banc d’Accions Formatives (BAF), accessible to local government staff across the province via its official training portal. To date, around 750 local police officers and supervisors have participated in these initiatives.
Aligned with UN Sustainable Development Goals
The training programme supports United Nations Sustainable Development Goals (SDGs) number 4 – Quality Education – and number 16 – Peace, Justice and Strong Institutions. The 17 SDGs were adopted by the UN General Assembly on 25 September 2015 as part of the 2030 Agenda. The Diputació de Barcelona has formally committed to advancing these goals through its support for local governments. Training on municipal civil protection includes instruction on key tools such as the Document Únic de Protecció Civil Municipal (DUPROCIM), the Sistema d’Informació Territorial Municipal (SITMUN), and PCOM (Protecció Civil Operativa Municipal) frameworks for managing emergencies and drills.
The ISPC, an autonomous body under the Catalan Department of Interior, serves as the central training institution for Catalonia’s security professionals, including Mossos d'Esquadra, local police, firefighters, rural guards and prison staff. It was established in 2007 to unify professional development, selection support and accreditation across the Catalan security system.
