Deal Approved for Up to 16 Protected Homes
The full council of Móra d’Ebre unanimously approved a cooperation agreement on Thursday 25 September 2026 with the Agència de l’Habitatge de Catalunya (Agency for Housing of Catalonia) to advance the construction of up to 16 officially protected homes. The homes will be built on a 446-square-metre municipal plot on Carrer Lleida. The agreement allows the agency to launch a public tender to select a developer responsible for building, managing, and maintaining the properties.
No Cost to Council, Long-Term Land Use
The project will be managed entirely using the agency’s resources, with no financial cost to the town council for this phase. Under the agreement, the agency holds a 75-year surface-use right to the land. At the end of the 75-year period, ownership of the land, buildings, and installations will revert to Móra d’Ebre’s town council.
Social Criteria for Tenants
The agreement prioritises rental or use-cession arrangements and includes specific social criteria:
- At least 25% of the homes will be reserved for people aged 35 or younger
- Up to 10% may be allocated to applicants facing housing vulnerability
- A minimum of three years’ continuous registration on the municipal census (empadronament) will be required
Access to affordable housing is one of the main difficulties many young people face when starting an independent life.
Mayor Rubén Biarnés said this project represents a concrete effort to create opportunities for young people to settle in the town. He stressed that making municipal land available for protected housing is a key way to support youth independence.
