Co-ownership plan announced in parliament
The Catalan government, the Generalitat, will launch a new housing initiative to co-purchase properties with residents over 40 who cannot access mortgages. President Salvador Illa announced the measure during Tuesday’s general policy debate, stating it will allow individuals locked out of homeownership to become partial owners.
Under the plan, the Generalitat will acquire a share of the property, enabling the resident to live there as a de facto owner for up to 50 years. The programme is enabled by two articles of Catalonia’s Civil Code and will be funded with €100 million.
Fund to prevent evictions
The Generalitat will step in to buy homes outright for people facing eviction if they are vulnerable.
In addition, a separate €25 million fund will be established to protect vulnerable tenants at risk of eviction. In these cases, the Generalitat may purchase the entire property to prevent displacement, the president confirmed.
The measures form part of the government’s broader housing strategy, which includes expanding mortgage assistance through the Institut Català de Finances (ICF). As of June 2026, ICF’s loan programme, which helps cover down payments up to €50,000, was extended to applicants aged up to 40, having previously been limited to those under 35 (icf.cat).
