Figueres had Girona province's largest court backlog at the end of the first quarter of 2026, with 16,448 cases pending and a congestion rate of 5.02, according to figures from the Consejo General del Poder Judicial (CGPJ), Spain's governing body for the judiciary.

For Figueres residents and businesses involved in proceedings, the figures show that the local judicial district had more unresolved cases than any other in the province at 31 March. Its congestion rate, a measure comparing courts' workload with their capacity to clear it, was well above the provincial average of 3.73.

More cases entered than were resolved in Figueres

Between January and March, Figueres courts received 5,049 cases and resolved 4,087. Its resolution rate was 0.81, meaning fewer cases were concluded than entered the courts during the quarter.

  • Figueres: 16,448 pending cases and a congestion rate of 5.02.
  • Girona: 12,828 pending cases, despite receiving the highest number of new cases, 8,411.
  • Blanes: 11,194 pending cases and a congestion rate of 4.16.
  • Olot: 2,445 pending cases and the province's lowest congestion rate, 2.23.

Figueres' pending caseload rose by 412 cases from the first quarter of 2025, when it stood at 16,036. Its congestion rate increased from 3.61 over the same period.

Civil and criminal cases both add to the backlog

The highest pressure in Figueres was in civil cases, where 8,082 cases were pending and the congestion rate reached 6.95. Criminal courts also held 8,366 pending cases.

Across Girona province, courts had 75,583 cases pending at the end of March, after receiving 29,590 cases and resolving 27,589 during the quarter. The provincial congestion rate rose from 3.29 a year earlier to 3.73.

The figures also record 59,385 pending enforcement proceedings, which are procedures to carry out final judgments, across the province. Girona had 10,059 outstanding enforcement proceedings, followed by Figueres with 9,971 and Blanes with 9,857.
