Àngela Domènech, an unaffiliated councillor in Figueres, has called on the city council to demand urgent supervision from the Generalitat, Catalonia’s regional government, after alleging that young people from residential centres in Cabanes and Llançà have been involved in fights in Figueres.

For people using Parc Bosc, streets around the station district and other public spaces at night, Domènech said the reported fights were causing fear among residents. Claims raised at the Figueres plenary
Domènech told the municipal plenary that some young people under Generalitat guardianship, meaning minors for whom the regional administration has care responsibility, travel to Figueres and join groups already involved in conflict in the city.
She referred to a confrontation at Parc Bosc and complaints about night-time fights in the station neighbourhood and elsewhere in Figueres. The intervention does not identify how many young people may have been involved, their origin, or whether any specific incident has been linked to either centre.
Her account of travel arrangements was also presented as her own assertion, based on her enquiries and information from residents:
- young people from the Cabanes centre allegedly arrive in vans around midday;
- she said they are collected at about 21:00;
- she alleged that young people from Llançà travel by train and return on the day’s last rail services.
Domènech did not identify who she said organised the van journeys or provide further circumstances for those movements.
Demand for action from the Generalitat
The councillor questioned the supervision of young people with violent behaviour and asked what coordination the council was seeking from the Generalitat and the managers of the centres.
“What real control, coordination and accountability measures are being urgently demanded from the Generalitat de Catalunya and the managers of these centres?”
She also criticised what she described as a police response limited to ensuring that young people boarded return vehicles or trains.
“That is not managing safety, it is moving the problem from one place to another.”
Domènech called for a firm, immediate plan involving the Ajuntament, the Generalitat and centre managers. Her allegations remain pending verification by the relevant administrations and police forces.
