Provincial Support for 14 Municipalities

The Barcelona Provincial Council is reinforcing its efforts to combat educational segregation by supporting 14 municipalities across the province. These include L'Hospitalet de Llobregat, Canovelles, Manresa, Martorell, Mataró, Sabadell, Terrassa, and Vic, among others. The initiative forms part of a broader strategy coordinated with the Sindicatura de Greuges de Catalunya, the Department of Education and Vocational Training, and local authorities. According to data cited by the Provincial Council, the Barcelona comarcas contain 70% of municipalities with the highest levels of segregation in primary education and 83% in secondary education. Local Agreements and Cross-Cutting Policies

The core of the strategy involves developing local agreements against educational segregation. These are not limited to school admissions but aim to address wider social and urban dynamics. In L'Hospitalet, the council links classroom segregation to broader neighbourhood inequalities, advocating for integrated policies in urban planning, leisure, and social cohesion.

The goal is to reduce imbalances in school enrolment and guarantee equal opportunities, a key challenge for educational success and social cohesion.

The Provincial Council is also promoting Municipal Schooling Offices (Oficines Municipals d'Escolarització, or OME), which provide technical support to families during pre-registration periods. These offices help ensure more balanced and transparent school admissions processes.

Targeted Outreach and Community Involvement

Awareness campaigns aimed at families are being rolled out, particularly during peak school choice periods. The aim is to counteract patterns that deepen segregation between neighbourhoods. In parallel, municipal teams receive training to strengthen local capacity. The council emphasises that municipalities, as local administrations, are best placed to coordinate educational stakeholders and tailor responses to specific community needs.


Families in supported municipalities can access guidance on nursery pre-registration and school admissions through local services. The council’s work coincides with ongoing debates in cities like L'Hospitalet, where education policy intersects with broader public safety and community concerns.
