Barcelona, Catalonia, the Barcelona Provincial Council used its 28 May plenary session to restate its commitment to defending the rights and dignity of older people across the region. Marc Castells, the council’s fourth vice-president, opened the session by reading a declaration for World Elder Abuse Awareness Day.
The declaration says the council supports a human rights approach, with participation and recognition at its centre. It also says older people are an active part of society and play an important role in passing on knowledge, experience and community cohesion.
To support that approach, the council says it helps local governments strengthen policies to prevent, detect and address mistreatment, while also promoting good treatment. The work includes early detection policies, stronger local coordination and support for active participation and meaningful ageing.
The plenary also approved a number of other agreements, including the corporate management report for 2025, a resolution proposal, and a request for a mandatory opinion from the Legal Advisory Commission. It also approved changes to the list of job positions, a credit modification, and an update to the Strategic Subsidies Plan.
Other items included a rectification of the consolidated general inventory, the assumption of assistance functions for local governments in payroll self-management and personnel administration, and a new resource in the Services Catalogue for Social Benefits Management offices. The council also approved an addendum to the transfer agreement for the Can Papiol Romantic Museum to Vilanova i la Geltrú City Council, plus a collaboration agreement with PIMEC for the Comerç 21 programme.
The session ratified the General Negotiation Table Agreement and received information on first-quarter budget execution for 2026, along with the General Intervention report on budgetary stability, financial sustainability and the spending rule. The plenary rejected a motion from VOX, and also noted the approval of the Strategic Transformation Action Programme for the Tax Management Body. It further accepted changes to delegations agreed by the city councils of Castellví de la Marca and Collsuspina on the management, inspection and collection of municipal taxes and certain public law revenues.
