Flexible Funding for Local Priorities

The Barcelona Provincial Council (Diputació de Barcelona) has announced the allocation of €2,238,094.88 to the 27 municipalities of Alt Penedès through its Local Autonomy Programme 5.0.

This funding is part of the 2024–2027 Local Governments Network Cooperation Plan, designed to strengthen municipal self-governance by allowing councils to direct resources according to their specific needs.

Sergi Vallès, the provincial councillor for Alt Penedès, said the programme is a key tool for reinforcing local autonomy, enabling councils to decide how best to use the funds for both operational costs and capital investment.

How the Funding Can Be Used

The funds are divided into two support lines: one for current expenditure such as energy, staff, social services, culture, sport, and local commerce; and another for capital and financial spending, including infrastructure, digitalisation, sustainable mobility, water networks, energy transition, and early debt repayment.

Municipalities may use the money for maintaining public infrastructure and equipment, municipal service supply contracts, employment initiatives, economic development, and environmental actions.

The allocation formula is based on demographic, economic, and territorial criteria detailed in the council’s technical distribution report.

“It is a flexible fund that allows councils to adapt resources to their priorities during this term,” said Sergi Vallès.

Next Steps for Municipalities

Local councils have until 30 October 2026 to accept the funding and may request that the pre-assigned amount be distributed, either fully or partially, between the two support lines.

The implementation period for the programme runs from 1 January 2026 to 31 December 2027, giving municipalities a two-year window to execute approved projects.
