Partial Revocation Affects Final Stretch
The Generalitat de Catalunya has partially revoked the project to extend the C-31 road to Figueres-Vilafant AVE station, after a request from Vilafant town council. The decision specifically affects the final stretch between the GI-7633 road at Les Forques and the high-speed rail station. The revocation was formalised in an edict published in the DOGC on 22 September 2026, stemming from a resolution by the regional Minister for Territory, Housing and Ecological Transition on 28 May 2026. It annuls the 2017 approval of the environmental and preliminary studies for the 'New C-31 Road to Figueres TGV Station', but only for the section between the GI-7633 and the railway terminal. The first phase of the project, from near Pont del Príncep to Les Forques, remains approved.
Urban Planning Concerns Drive Change
Vilafant mayor Montse de la Llave confirmed the revocation was requested by her council, citing urban planning conflicts. The planned route had restricted development in the Poliesports sector and near the local institute.
If it’s our road, we don’t have to keep the same distances as a major highway. We can’t have a large road next to the school.
She argued that maintaining the road as a major highway would hinder urban redevelopment, particularly due to required safety distances. The council prefers a local, 'friendly' urban road that allows for denser planning. Acciona had previously been the developer behind the SUD-7 Poliesports partial plan, with a 2010 agreement signed between Vilafant, Figueres, the Catalan Water Agency, and the company to connect sewage infrastructure.
Figueres Seeks Intervention
The move has raised concerns in Figueres, which fears the final connection to the station may fall solely on Vilafant’s limited budget. Without further action from the Generalitat, the final stretch could become a municipally funded urban roundabout. Figueres town council is preparing a formal request for the regional government to either reverse the revocation or sign a binding agreement to fund, design and build the remaining link. The dispute arises during a sensitive period for the Figueres-Vilafant station area, which is undergoing long-term rail transformation planning. It remains unclear whether the Generalitat will redesign the section, negotiate a joint solution, or abandon the original corridor.
