Valls City Council in Tarragona is investing €5.8 million in public infrastructure projects across more than 60 streets, squares, parks, and public spaces throughout 2025. This significant investment aims to improve urban areas and all neighbourhoods in the city.
Key projects, totalling €3.3 million, include road resurfacing, pavement upgrades, and full street urbanisation works. More than 16,000 square metres of roads in 12 streets will be asphalted this year, and LED lighting technology will be extended to 30 more streets, according to officials.
Additionally, the council is modernising public utility networks to increase efficiency. This includes €1.1 million allocated to renew and expand nearly five kilometres of water pipes and €467,000 for upgrading public lighting with LED technology.
Road and Pavement Improvements Underway
Some of the planned public space investments for 2025 have already started. In July, taking advantage of reduced summer traffic, asphalt works were completed on Paborde, Narcís Oller, and Bisbe Mora streets in the Mas Clariana neighbourhood, as well as the upper part of Freixa street in Santa Magdalena. The asphalt plan is expected to continue in September, focusing on the industrial estate, specifically the side of the Pla road between Curtidors street and the N-240 roundabout, and Basters street.
Further asphalt projects are scheduled for tender soon, including Blanquers street in the industrial estate, and Robert Gerhard, Indústria, Figuerola (Santa Gemma neighbourhood), and Roger de Flor (Sant Josep Obrer) streets within the urban area. In total, 12 streets will have their surfaces renewed this year, covering over 16,400 square metres of new paving.
Beyond asphalt works, pavement renovation is a priority in several neighbourhoods. Sant Josep Obrer will see new pavements on Ametllers street, while a section of Creu de Cames in La Fraternal will also be upgraded, a project chosen by residents through the Participatory Budgets process. Other areas receiving new pavements include Oller i Rabassa street in Barri Alt Camp and Pont de Goi street in La Xamora, where the entire water network will also be renewed. In Fornàs, the second phase of the Passeig Tarradellas urban reform project is being finalised for tender this year.
Regional Government and European Funding
In addition to the council's direct investments, the Catalan government is investing €604,000 this year at the request of the Valls council. This funding targets the entrances to Valls via the Picamoixons (T-742) and Alcover (C-37) roads. After these works, the two routes, spanning over two kilometres, will become fully urban roads under municipal ownership, with pavements and services. This aims to improve safety for vehicles and pedestrians, particularly for residents of Mas Clariana, Santa Magdalena, and Les Comarques neighbourhoods.
Another major public works project is the €2.4 million initiative on the Sant Francesc wall, funded by the European Next Generation programme. This project will restore the heritage site by uncovering the ancient 14th-century medieval wall, currently hidden within houses. It also involves a full urban transformation of the area, creating a new accessible promenade and a new entrance to the Historic Centre.
Water Network and LED Lighting Upgrades
Modernising the water network to improve efficiency, quality, and pressure is a key investment, with two projects already in progress. The first is the interconnection of the city's general network with Fontscaldes, which will be completed this summer, ensuring full water supply to the hamlet. The complete renewal of the southern ring of the water network is also underway, involving over 1.5 kilometres of new pipes being installed along Barcelona road, Sant Francesc square, Sant Francesc and Carme walls, Portal Nou, and Tarragona road.
Regarding public lighting, the council continues its plan to modernise the system with LED technology, which currently covers almost 80% of the city. LED lighting not only enhances street illumination but also reduces energy consumption by 80%, making it more sustainable. In 2025, lighting will be renewed in 30 more streets and areas, with some already completed, such as the promenade and square in Mas Clariana neighbourhood, and Segarra, Portal Nou, and Colom streets.
Industrial Estate and Green Spaces
The industrial estate will see an investment of €509,000, covering asphalt works on the side of the Pla road and on Basters and Blanquers streets, as well as the final phase of lighting modernisation. The Lighting Plan includes an additional €321,000 for lighting renewal in the industrial estate, marking the final stage of a project that has fully modernised the service across the entire industrial area of Valls.
Within the city, 165 new light points are planned, with installations on the bridge in La Fraternal neighbourhood, Bisbe Mora street in Mas Clariana, Bòbila street in La Xamora, and Sant Josep Obrer. The most significant work will be in Sant Josep Obrer, where 14 streets will receive new lighting, completing the modernisation of the service in the entire area when combined with previous works.
The City Council will also invest €160,000 in improving open spaces. Two of these investments were completed in the first half of 2025: a new children's park in Santa Magdalena neighbourhood and the installation of five large sun-protective sails in El Vilar park. In El Vilar, a health park is also planned, and part of the play area in front of the Cultural Centre will be renovated with a large zip line. This year, the children's parks in La Candela and Santa Úrsula neighbourhoods are also scheduled for full improvement.
Finally, the council will carry out improvement works on 11 kilometres of rural roads, including Camí Nou and Camí de Fontscaldes, with a budget of €136,000 in the coming months.
