The Catalan government and the Conselh Generau d'Aran have agreed a new singular funding model, strengthening Aranese self-governance and providing greater financial stability. The agreement, reached in Vielha, replaces an outdated system from 2019 that had been extended since 2023.

The new system sets a base figure of €42.7 million for the Unconditional Funding Fund in 2026. This marks an increase of almost €4 million compared to the amount transferred in 2025. This solution will provide the Aranese government with a stable framework until 2030.

Boosting Financial Stability

The new model includes an automatic annual update mechanism, linked to the public administration spending rule. This will ensure stability for the Conselh Generau, even if the budget is extended. From the 2027 budgets onwards, an additional fund equivalent to 5% of the Unconditional Funding Fund, totalling over €2 million, will be introduced. This will be rolled out over four years and will support the Conselh Generau d'Aran's own policies.

A key aspect of the agreement is a specific clause to study the Aranese institution's participation in Generalitat taxes, particularly income tax (IRPF) and other taxes linked to its own competencies. An initial example of this progress is the tourist accommodation tax. In November 2025, the Minister of the Presidency and the Síndica d'Aran announced in the Catalan Parliament an agreement for the Conselh to receive all income from the Tourism Promotion Fund, which the Generalitat previously managed in Aran.

This agreement also protects the Generalitat's financial support for essential public services, such as health and social rights, to meet the current needs of the Val d'Aran. The Catalan government has also committed to continuing work on long-demanded projects in the Aranese territory. These include the expansion and reform of the Espitau Val d'Aran (Val d'Aran Hospital) and a future cultural centre.

A Historic Step for Autonomy

Síndica d'Aran, Maria Vergés, called the new singular funding system “a historic step to consolidate our political autonomy and to ensure that decisions about citizens' needs can be made locally and with the necessary resources.” Vergés highlighted that “the recognition of the Conselh Generau's financial co-responsibility is the basis for exercising real and effective self-governance.” She added that “the Val d'Aran being able to participate in Generalitat taxes is an unprecedented event in the history of Aranese self-governance that must serve to guarantee services and benefits to Aranese citizens.”

Albert Dalmau, Minister of the Presidency, stated that the Generalitat had an outstanding debt to Aranese institutions, which is now being settled. This fulfils a commitment made by President Salvador Illa at the start of the legislative term. According to Dalmau, this agreement will “strengthen Aranese culture, language, general services, and housing policies” based on “the Generalitat government's utmost confidence in the political and institutional autonomy of the Aranese government.” He also affirmed a shared defence of the linguistic and cultural community.
