Restoration work on the Muralla de Tarragona section at the Baixada del Roser is unlikely to begin in 2026, after the Generalitat's public land agency, Incasòl, restarted the project process. For residents and visitors using the route between Portal del Roser and Plaça de Sant Joan, the delay means a planned structural repair to a deteriorated stretch of the Roman-era fortification will remain pending.

According to reporting by Diari de Tarragona, Incasòl must update the project budget, sign a new agreement with the Ajuntament de Tarragona, the city council, and launch a new public tender before construction can start. No date for that tender has been announced.

“Progress is continuing on the administrative processing,” Incasòl said of the scheme.

Contract ended after request for more than 30% extra

The contract had been awarded to Solvetia SL in May 2025 for €255,193 including VAT, and was formally signed on 22 July 2025. Work had been expected to start after Tarragona's Santa Tecla festivities last year.

Incasòl, the Departament de Cultura and the Ajuntament ended the contract by mutual agreement after Solvetia requested a budget increase of more than 30%, Diari de Tarragona reported. The administrations concluded that the overrun could create future problems.

The original project had become outdated after years of delay. The first steps towards the intervention were taken in 2018, when the Generalitat and the Ajuntament signed an agreement to co-fund it through Incasòl and the 1.5% Cultural programme.

Eight-month repair planned for 263-metre section

The proposed works cover about 263 metres of wall between Portal del Roser and Plaça de Sant Joan. Once contracted, the intervention is expected to take eight months.

The scheme is intended to address the condition of the fortification by:

  • replacing badly deteriorated old floor structures;
  • cleaning and preparing the internal voids to allow future maintenance work; and
  • paving the entire wall-walk, so the structure could be ready for public access if that is approved in future.

This part of the Muralla de Tarraco dates from the fortification's second construction phase, between 150 BC and 125 BC. The sloping site required careful construction and the section was badly damaged during the Peninsular War.

Restoration was carried out close to Portal del Roser in 2010 and 2011, and near Plaça de Sant Joan in 2017. The delayed project is phase VI of the Muralla's 2016 master plan.
