Sant Pere Pescador, in Alt Empordà, has the highest share of low-skilled workers among Catalan municipalities with more than 500 residents, according to the latest socio-economic data published by Idescat, Catalonia’s statistical institute. More than 34% of jobs in the municipality are classified as low-skilled, compared with just over 11% across Catalonia.

That places the town third from the bottom on the Índex Socioeconòmic Territorial, or IST, a measure used to compare social and economic conditions between areas. For residents, workers and local businesses in the comarca, the figures point to a concentration of lower-value employment and weaker socio-economic indicators than the Catalan average.

Idescat sets the Catalonia average at 100 on the IST scale. Sant Pere Pescador scores 63, well below that benchmark. In Girona province, only Salt records a worse result, based on the data cited in the latest update. Readers can check the official municipal data on the Idescat IST page and the institute’s latest update.

The IST combines several indicators, including the share of low-skilled work, to measure socio-economic vulnerability and relative disadvantage between municipalities. Idescat publishes the index as an official statistical tool for comparing local conditions across Catalonia, and the methodology is set out in its published materials from the IST overview.

Sant Pere Pescador is not an isolated case in Alt Empordà. Other municipalities in the area also post IST scores below the Catalan average, showing a broader pattern of economic vulnerability in the region. The latest figures include Figueres at 71, Castelló d’Empúries at 72, La Jonquera at 74, Vilamacolum at 75, Sant Miquel de Fluvià at 77 and Roses at 79.

For residents, parents, employers and community groups, the practical next step is to compare the town with nearby areas and with Catalonia as a whole using official data. Local councils may also use the figures when planning employment, education and social support policies.
