Ripoll’s municipal council has given final approval to the Ripoll Plan, a land-use change affecting part of the Ripoll River Fluvial Park in Ripoll, in Catalonia’s Catalunya Central area. The decision follows a lengthy administrative process.
The plan allows more flexible economic activity in the designated area, while keeping the total industrial footprint unchanged. Officials said the regulation protects the river more than the current one, and does not add a single square metre of industrial use, but changes how the land can be used.
The council says the measure is intended to support economic activity without expanding industrial land. It applies only to parts of the Fluvial Park covered by the plan.
Some critics have described the initiative as a speculative operation sponsored by the Guild of Manufacturers, with the connivance of the municipal government.
The final approval means the plan can now move ahead under municipal oversight. The local government will be responsible for applying the new rules and ensuring environmental protections are respected.
