Former Mayor and MP Remembered

Puigcerdà and the wider Cerdanya region are mourning Josep Moliner i Florensa, former mayor of Puigcerdà and member of the Catalan Parliament for three legislatures, who died at the age of 90. Born in Puigcerdà on 4 March 1936, Moliner dedicated decades to public service and community life in the comarca. He served as mayor of Puigcerdà from 1974 to 1979. During that time, he was also a deputy in the Girona Provincial Council and president of the Mancomunitat de Municipis de la Cerdanya, a joint municipal authority for the Cerdanya area.


Parliamentary Career and Regional Legacy

Moliner was affiliated with Convergència Democràtica de Catalunya (CDC) and was elected to the Parliament of Catalonia on the Convergència i Unió (CiU) list for the Girona constituency. He served during the 1984–1988, 1988–1992, and 1992–1995 legislative terms as confirmed by parliamentary records. During his time in office, he held roles including vice-president of the Agriculture, Livestock and Fisheries Commission, and served on committees covering Economics, Finance and Budget, Territorial Policy, and Monitoring of Catalonia’s relationship with the European Economic Community. Josep Moliner remains the only representative from the Cerdanya to have served in the Catalan Parliament since the restoration of democracy. Since his departure in 1995, the region has not had a directly elected MP of its own.


Lifelong Ties to Cerdanya’s Community

Beyond elected office, Moliner was deeply involved in local associations. He held leadership roles in the Cerdanya Hunting and Fishing Society, the Puigcerdà Ski Club, the Puigcerdà Tourism and Initiatives Centre, and the Club Poliesportiu, among others. He was also linked to the Girona Provincial Fishing Federation and the Parents’ Association of Puigcerdà’s secondary school. His commitment extended to environmental research. He authored studies on artificial trout breeding and water pollution in the Cerdanya, alongside articles on mountain policy and cross-border cooperation. His life’s work leaves a lasting imprint on Puigcerdà and the Cerdanya, spanning local governance, regional representation, sport, civic engagement, and environmental stewardship.
