The Osona Lawyers' Association for the Defence of Human Rights has filed a complaint in a Barcelona court against Interior Minister Núria Parlon, Police Director General Josep Lluís Trapero, and Catalan President Salvador Illa. The complaint concerns the alleged infiltration of Mossos d'Esquadra officers into assemblies and meetings of teachers and union representatives.
The complaint attributes possible offences against the exercise of fundamental rights and public freedoms to the officials. It also cites potential responsibilities for administrative prevarication and the revelation of secrets. The association considers it particularly serious that the monitored meetings were intended, as stated in the complaint, to "deliberate, organise and coordinate actions related to the legitimate exercise of fundamental rights." These rights are protected by both the Spanish constitution and international conventions signed by Spain.
Union Action and Government Response
Separately, unions USTEC, CGT, and Intersindical have already initiated their own legal actions. The Osona Lawyers' Association has asked the court to carry out the necessary investigations to clarify the facts, determine possible responsibilities, and ensure the effective protection of the fundamental rights of teachers and union representatives.
The complaint became public as government spokesperson Sílvia Paneque held a press conference. Paneque expressed full confidence in the Mossos d'Esquadra and their commanders following the scandal.
She repeatedly avoided stating whether the government endorsed such infiltrations. Paneque said: "All decisions are made from an operational point of view. It is the police commanders who decide proportionality without any political directive. There must be essential autonomy." Minister Parlon is scheduled to appear in parliament tomorrow afternoon to provide explanations to parliamentary groups.
