Mataró's municipal company PUMSA reported a positive financial result of €1,657,314.23 for the 2025 financial year, according to its annual accounts approved on 7 May. The Mataró City Council entrusts PUMSA with various municipal services, including urban development, mobility management, municipal and owned housing management, and property maintenance.

As of 31 December 2025, PUMSA employed 62 people and recorded a turnover of €11,119,442.54. The company's operations span several key areas, contributing to the city's infrastructure and public services.

Housing Management and Growth

PUMSA generated €5,183,557 from rentals in 2025. The company manages a portfolio of 333 municipal homes, with 108 owned by PUMSA and 225 owned by or under agreement with the City Council. During the second quarter of 2025, PUMSA added 10 officially protected homes (HPO) in Plaça de Joan Fiveller to the city's affordable housing stock. These homes were acquired as part of a property exchange formalised in 2022.

An officially protected home can be part of the social rental fund, or it can be a free-market property. The expansion of the housing stock aims to provide more affordable options for residents in Mataró.

Advancing Urban Mobility

PUMSA oversees several critical mobility services in Mataró. These include the blue zone parking, which offers 758 spaces, the municipal tow truck service, and the vehicle depot. The company also manages resident parking, providing 1,278 spaces, and rotation parking facilities.

Mataró has 833 rotation parking spaces located at Plaça de Cuba, Plaça de les Tereses, Espai Firal-Parc Central, and Plaça de Granollers. All four rotation car parks, along with several resident parking areas, are equipped with charging points for electric vehicles, promoting more sustainable transport options. Revenue from the blue zone service reached €1,247,380, a 3.6% decrease from 2024. PUMSA transfers all fees from the municipal tow truck and vehicle depot services to the City Council, which then invoices the company for the costs of providing these services.

Urban Development Projects

Acting on behalf of the City Council, PUMSA invested €2,369,608 in urban development across various city sectors in 2025, down from €3,055,226 in 2024. Key projects included the completion of urbanisation works on Avinguda del Maresme, linked to civil engineering for the TubVerd urban heating and cooling network. Throughout the year, work also improved and adapted the sector's electricity supply by reorganising existing infrastructure, preparing the area for its final development.

In 2025, PUMSA finished the green zone around Torre Barceló, creating a new public space with paving, landscaping, lighting, and urban furniture. This area is designed to be greener, more sustainable, and open to the sea. Electrification work in the sector continued alongside this, as part of the urban transformation towards a quality urban space with housing, facilities, and green areas, fully integrated into Mataró's seafront.

Further actions advanced the urbanisation of the Lepanto-Churruca area, with the awarding of electrification works for Carrer de Cosme Churruca, pending technical adjustments before execution. In March 2025, PUMSA prioritised the management and execution of access adaptation works within the Carretera de Cirera area for the implementation of the Immediate Care Hospital. Preparatory work included a soil and health risk study on the plot for the future health facility, which the Generalitat de Catalunya will build once the suitable plot is made available. Property owners in the respective areas fund these urban development actions, with most of the technical direction provided by PUMSA's own technicians.

Property Maintenance

PUMSA is responsible for maintaining the municipal housing stock and its own properties, which include offices, commercial premises, warehouses, and car parks. In 2025, the company managed 1,036 incidents, a figure similar to that recorded in 2024. This ongoing maintenance ensures the proper functioning and upkeep of critical municipal assets.
