Sharp Drop in Protected Housing
The number of new protected housing units (HPO) in the Lleida administrative division fell by 84% in 2025, with only 16 newly built homes completed across the region. This is a steep decline from the 103 HPO homes finished in 2024 and 94 in 2023, according to data cited by the Association of Developers of Catalonia (APCE) and reported during a sector event held Monday at the Confederació d’Organitzacions Empresarials de Lleida (COELL) headquarters. Marc Torrent, general director of APCE, attributed the higher figures in 2023 and 2024 to the stimulus provided by the EU’s Next Generation funds, which activated several housing developments. The sharp drop in 2025, he said, underscores the urgent need to activate the Catalan government’s Pla 50.000, which aims to boost the construction of protected housing.
Wider Housing Shortage
In total, the Lleida division added 710 new homes in 2025, combining both protected and market-rate housing. However, APCE estimates this is only half the number needed to balance supply and demand. The sector believes the annual output must double to meet current needs. Francesc Castelló, from CaixaBank’s Real Estate Business Centre, stated during the event that the region faces a deficit of 8,000 homes to fully meet demand. Montse Pujol, president of APCE’s Lleida Territorial Commission, described the situation as a structural imbalance between supply and demand, calling for stronger public-private collaboration and clearer, more legally secure regulations to support HPO development.

Construction and Sales Trends
Construction activity has continued into 2026. Between January and June, 466 new homes were started across the division, with 293 completed. Of these, 334 starts were in the Ponent comarques, where 219 were finished. Residential sales remained active. In the second quarter of 2026, 353 new homes and 1,123 second-hand homes were sold in the division. In 2025, home sales increased across most comarques: +77% in Noguera (770 sales), +52.8% in Pla d’Urgell (498), and +11.8% in Segrià (3,092). Only Segarra saw a decline, with 167 sales, down 20.1% from 2024.
