373 fines issued so far in 2026
Local police in Igualada have issued 373 fines to operators of Personal Mobility Vehicles (PMVs) and 23 to cyclists for various traffic violations so far this year. This marks an increase compared to the same period in 2025, according to the city council. The data was presented by Carlota Carner, councillor for Governance, alongside Deputy Inspector Robert Martínez and Sergeant Ignasi López of the Local Police. They highlighted the upward trend as evidence of the municipal government’s firm commitment to correcting uncivil behaviour and ensuring public road safety.
New joint campaign starts 5 October
The council has announced a new enforcement campaign set to begin on Monday, 5 October, carried out jointly with the Servei Català de Trànsit (Catalan Traffic Service). The operation will reinforce compliance with national regulations, particularly the mandatory use of helmets and the minimum driving age of 15 for PMVs. Local ordinance in Igualada already required helmet use prior to the national rule. The upcoming campaign will also continue to target other established violations, including riding on pavements, carrying two people on one scooter, using headphones or earbuds while riding, and failing to carry valid documentation.
"From the municipal government, we stress that ensuring proper use of these vehicles is an absolute priority, both to protect users’ physical integrity and to safeguard pedestrian safety,"
said Councillor Carner.
Insurance and registration checks ongoing
Police are also verifying that scooters are properly registered and have compulsory civil liability insurance. Since the insurance requirement came into force at the end of April 2026, 111 fines have already been issued for non-compliance. The Local Police have conducted prior awareness efforts, including educational talks at city secondary schools. Carner emphasized that residents have been clearly informed: "It cannot be said that warnings were not given or that the rules were not explained." The councillor praised the daily work of the police force, noting the challenges posed by the often elusive nature of PMV mobility.
