The Institut d’Estudis Ilerdencs (IEI), the cultural body of the Diputació de Lleida provincial council, formally approved its 2024 cultural support plan for local authorities on 17 June 2024. The scheme gives eligible councils and local bodies a framework for cultural spending, including music education, cultural activities and rural cinema programming.

For residents, the plan covers services and events delivered by their local authority, from municipal music schools and reading-promotion activities to traditional-culture events and regular film screenings in rural municipally owned cinemas.

The final approval was recorded in Presidency Decree No. 328. The plan had previously been open to public consultation for 10 working days after publication in the Butlletí Oficial de la Província de Lleida, issue 104, on 29 May 2024.

Eligible local bodies and supported cultural costs

According to the IEI’s official plan page, eligible applicants include town councils in the Lleida area, excluding Lleida city, as well as decentralised municipal entities, known as EMDs. County councils are included except the Conselh Generau d’Aran, which has separate arrangements.

Consortia, groups of municipalities and municipal associations that provide music education may also be eligible.

  • Costs of authorised municipal music schools, conservatoires and associated classrooms that lead to an official qualification or certificate.
  • Cultural and artistic activities, including festivals, theatre, dance, photography, music, exhibitions, workshops and conferences.
  • Reading-promotion events, traditional and popular-culture celebrations, local or county publications, and research or documentation work.
  • Measures to maintain regular cinema programming in rural areas, where the cinema is owned by the local authority.

The IEI states that its role includes promoting research, culture, science, literature and the arts in the counties of Lleida. Local authorities seeking the scheme’s conditions and eligible expenditure can consult the IEI’s official plan page.
