Esquerra Republicana de Catalunya (ERC) in Lloret de Mar has defended its decision to vote against a municipal agreement to reroute the coastal footpath at Can Juncadella, citing unresolved concerns over public access to the existing trail.

The urban agreement between Lloret de Mar Town Hall and Flinder Data SL, which was rejected at the municipal plenary on Monday, aimed to define and construct a new section of the Camí de Ronda between Cala Canyelles and Cala Morisca. The proposal was supported only by the Socialists' Party of Catalonia (PSC), while Vox, Sumem Lloret, ERC, Comuns, Tots per Lloret and Junts Lloret all voted against it.

Although ERC acknowledged improvements to the final draft – including stronger municipal oversight of certifications, subsidiary execution clauses, post-completion guarantees and a two-year maximum deadline for construction – the group said key issues remain unaddressed.

We are not opposed to the new route, but we need guarantees that the current path remains usable during construction.

The party stressed that the agreement fails to clarify what will happen to the existing public footpath while the new one is being built, nor does it provide binding commitments for the long-term maintenance of the future route. ERC insists the current path, whose public ownership has been confirmed in judicial rulings, should be maintained and adapted to ensure continuous public access.

The agreement allows for termination if the Special Plan required for the project has not received final approval within three years of signing, unless there are reasonable prospects for approval, in which case it may be extended by one additional year. After that, the project would still require formal submission, licensing and up to two years of construction.

Given this timeline, ERC warns that residents and visitors could face prolonged uncertainty over coastal access. The group urges the council to secure the existing route in parallel with negotiations on the new path.

Other plenary outcomes

The same plenary session saw the withdrawal of a proposal to modify the urban development model for the Lloret Blau PAU 21 area, which would have shifted from a land-exchange system to a cooperative model led by the council. Officials stated that technical work is still needed to determine individual property costs, making it impossible to provide financial estimates at this stage.

Additionally, the council confirmed a €12,000 fine for an unlicensed tourist rental on Carrer del Torrentó, detected through an online property portal. The penalty was issued under municipal regulations governing short-term lets.
