Municipalities across Catalonia are criticising the government’s Territorial Sectoral Plan for the Implementation of Renewable Energies in Catalonia, known as PLATER. Local councils say the plan does not properly reflect local views, and they argue it could favour large-scale projects that affect tourism and biodiversity.
In the Terres de l’Ebre, officials say the plan demands a price that is “neither fair nor equitable compared to other areas”. In Girona, county councils have backed a manifesto signed by more than 180 town councils from around 30 Catalan counties, asking for the plan’s processing to be stopped.
The Catalan government says PLATER is “absolutely necessary” to organise the energy transition. Officials also say the plan is designed to avoid “macro-projects” and expropriations, despite the criticism from local authorities.
