In Catalonia, the Education Ministry is presenting its final proposal to unions today, 24 March 2026, in an effort to end the teachers' strike across the region. Education Minister Esther Niubó set out the new offer during a session of the Education and Vocational Training Committee.
Niubó said the proposal is more complete than the one presented yesterday. It includes measures to add resources in the classroom to deal with complexity, and it also covers salary adjustments. The ministry wants more unions to join the agreement already signed in March.
Today’s meeting is the seventh between the Education Ministry and the unions. Niubó defended the earlier agreement, signed with CCOO and UGT in March, as very powerful and unprecedented.
Salary matters and funding for inclusive education remain the main sticking points. Talks yesterday stalled after discussions on those issues, and no final agreement was reached. The parties are due to meet again today at 3pm.
The previous meeting took place during a full strike across Catalonia, which led to road blockades in several areas. Those blockades were lifted around 5pm. Ignasi Giménez, Secretary for Educational Improvement, said they did not help the climate of trust and added that cuts to roads and motorways did not help the necessary good climate.
The outcome of today’s talks will decide whether the ministry’s final offer is enough to secure a wider agreement and bring the industrial action in schools to an end. For more Catalonia education coverage, see our news page.
