Barcelona's Mayor, Jaume Collboni, presented the Barcelona Anti-Racism Plan 2026-2036 on Monday, an initiative described as pioneering in Spain. The plan aims to combat racism and discrimination throughout the city.

The plan, developed with input from over 150 organisations and experts, includes 60 specific measures. These cover areas such as education, housing, employment, health, and security.

Collboni emphasised that the plan represents a "firm commitment" from the City Council to build a city that is "more just, inclusive, and respectful of diversity." He added that it is an "ambitious and transformative" plan designed to "eradicate structural racism and its daily manifestations."

Key Measures to Combat Discrimination

Among the plan's most notable measures is the establishment of an observatory against racism. It also includes the implementation of anti-discrimination protocols within public services, the promotion of housing access for racialised individuals, and diversity training for public sector employees.

The plan also forecasts public awareness campaigns and the promotion of culture and artistic creation as tools in the fight against racism. Support for victims of discrimination is another key component.

Maria Sirvent, the Councillor for Social Justice, Feminisms, and LGTBI, highlighted the plan as a "step forward" to ensure equal opportunities and human rights for all residents of Barcelona.

Implementation and Funding

The Barcelona Anti-Racism Plan 2026-2036 is set to come into force next July. It will be rolled out over the next ten years with a budget allocation of €50 million.
