Residents of Alt Maresme and Selva Marítima are included in the Baixa Tordera Integrated Health Area, one of three Girona areas selected by Salut, the Generalitat’s health department, for an integrated-care reform.
The initiative is intended to adapt Catalonia’s health system to an ageing population, more chronic illness, social complexity, staff shortages and digital technologies. The Generalitat announced the three projects on Tuesday 25 August 2026.

Baixa Tordera joins two other pilot areas
Baixa Tordera, which includes Alt Maresme and Selva Marítima, is one of three selected areas in the Girona Health Region. The other projects are in Girona Interior and Alt Empordà.
The projects form part of the first reforms promoted by the Committee for Evaluation, Innovation, Operational Reform and Sustainability of the Health System, known by its Catalan acronym CAIROS. The committee was created in September 2024, according to reporting on the Alt Empordà programme.
- Baixa Tordera: Alt Maresme and Selva Marítima.
- Girona Interior: an area including Gironès, Pla de l’Estany, Garrotxa and Vall de Camprodon.
- Alt Empordà: a project focused on continuity of care for chronic and frail patients.
Primary care is intended to coordinate services
The Integrated Health Areas are designed to bring local services together around primary care, with the aim of providing coordinated support throughout a person’s life. For residents in the Baixa Tordera area, the announced reform concerns how health and care services are organised across the territory, rather than a new appointment or application process.
In Alt Empordà, the planned “Complexity Route 2.0” will coordinate follow-up for complex chronic patients between Hospital de Figueres, the Bernat Jaume centre and the area’s eight basic health areas. Girona Interior’s project includes a Territorial Integrated Home Care Unit already deployed in Garrotxa, offering health responses at patients’ homes 24 hours a day, 365 days a year.
The three areas selected for the Girona Health Region programme are Girona Interior, Alt Empordà and Baixa Tordera.
