Amposta Town Hall has put out to tender a new contract for cleaning and maintaining the municipality's urban green spaces, with a base tender value of €3.27 million including VAT over five years. For residents, that means the service is planned to cover not only the town centre but also Poblenou del Delta, Eucaliptus, Balada and the industrial estates of Tosses and l'Oriola.

The procurement notice was published after an extraordinary plenary session on Friday 10 July approved the contract. According to the Ajuntament, the governing Esquerra group voted in favour, Som Amposta voted against, and Junts plus non-attached councillor Èric Esteban abstained.

The Catalonia Public Procurement Services Platform lists the submission deadline as 1 September 2026 at 2pm. The same notice sets the estimated contract value at €2,704,036.37 excluding VAT, with a total budget of €3,271,883.01 including VAT.

"We are increasing the financial and human resources to offer a better service to residents and continue rolling out the Pla director del verd urbà, which sets out the path towards a greener, better cared-for and more sustainable city," mayor Adam Tomàs said in the council's announcement.

Previous contract was €1.69 million over four years

The council said the new tender is almost double the current contract. Amposta's summary of major contracts shows the existing gardening and urban green maintenance contract was awarded for €1,693,604.98 including VAT, with a four-year term from 1 February 2022 to 31 January 2026.

That comparison means the new contract increases both the annual cost and the overall scope of the service. The town hall says the change is intended to strengthen staffing and adapt the service to the municipality's current needs.

Staffing plan and reserved lot set out in tender papers

The procurement documents say the contract includes a minimum staffing structure made up of one head of service, one supervisor and three gardening crews. The tender papers also refer to up to nine contracted posts in total.

A separate reserved-lot document linked to the tender sets out a social-reservation element within the contract framework. That document forms part of the published procurement material for the gardening service.

Irrigation upgrades and palm stump removal among scored improvements

The council says the tender specifications allow bidding companies to offer additional improvements that will be scored during the award process. These include modernising and automating existing irrigation infrastructure, supplying plant material for replacements and upgrades in green areas, and removing stumps from dead palm trees affected by the red palm weevil pest.

The contract also incorporates labour changes arising from the state gardening collective agreement for 2025–2030, published in Spain's official state gazette, the BOE, on 30 January 2026. Amposta says the service will continue to follow the Pla director del verd urbà, the urban green master plan approved by the municipal plenary in February 2025.

Companies interested in bidding must submit their offers through the Catalonia Public Procurement Services Platform before the 1 September deadline shown in the official notice.
