The National Police have expelled 21 repeat offenders, who were in an irregular situation, from Spain. These individuals primarily operated in Barcelona and its metropolitan area, according to the National Police.
These 21 people collectively had more than 170 police records for crimes against property, including aggravated robbery, violent robbery, and theft. Their records also included offences against public health, illegal detentions, and attempted homicide. Seven of the individuals had records for domestic abuse, and one for sexual assault.
Some of these arrests were made as part of the Mossos d'Esquadra's 'Kanpai' plan, which targets repeat offenders. Since its launch in April 2025, this plan has led to the expulsion of 35 repeat offenders active in Barcelona.
Expulsion Process and Inter-agency Cooperation
The National Police carried out these 21 expulsions under Spain's immigration law, through the General Commissioner for Immigration and Borders. The process required extensive preparatory work to secure the necessary expulsion orders from the Government Sub-delegation or a judicial authority. Officials had to request authorisation from all courts where these individuals had pending cases.
Furthermore, obtaining personal documentation for these individuals through their respective consulates was a necessary step. Some of the people were held at Barcelona's Foreigners Internment Centre while their procedures were resolved. Others were specifically detained to facilitate their departure from national territory.
Once judicial authorisations and personal documents were secured, a transfer operation moved the detainees to Madrid. There, the Central Repatriation Unit of the General Commissioner for Immigration took charge of the arrested individuals. Members of Barcelona's Provincial Immigration and Borders Brigade, along with officers from Cornellà and Manresa police stations, managed all the administrative procedures. The National Police highlighted their cooperation with the Mossos d'Esquadra, who helped locate some of these foreign citizens, ensuring their expulsion was completed in under 72 hours.
