The Catalan government plans to invest between €5 million and €10 million to stabilise the C-28 road in the Bonaigua pass, Pallars Sobirà. The Department of Territory announced to local mayors that it will finalise the technical solutions for the road within 15 days.
This investment follows several land movements on the C-28 in recent weeks. The department also confirmed it would commission a study into building a Bonaigua tunnel, a proposal previously dismissed.
Department representatives met with mayors after some, including Carlos Isús, president of the Consell Comarcal del Pallars Sobirà, visited the site of a recent road collapse on Monday to demand safety measures and investment.
Stabilising the C-28
The current and future works will focus on the section between the Beret access and Cap del Port, where the land movements have occurred. The Department of Territory attributed the collapses to heavy rain and snow this winter and spring, which have damaged the road surface.
In February, a large landslide forced the closure of the connection between Pallars Sobirà and Val d'Aran at this point for several days. The department stated it is monitoring the terrain 24 hours a day with on-site personnel to keep the road open safely. The technical solution will be processed urgently within approximately two weeks and then presented to the mayors, according to the department.
Bonaigua Tunnel Study
Regarding the Bonaigua tunnel, which local officials have advocated for, the department will commission a 'preliminary feasibility study'. This marks a change in stance, as the tunnel project had previously been ruled out.
In a separate incident, a large rockfall occurred on Monday night on the N-260 at Viu de Llevata, near the entrance to its tunnel. The road reopened the following morning. State Roads will inspect this location tomorrow, and the government plans to draft a project this year to remove the tunnel, with works valued at €1 million expected to start in 2027.
