Amposta, in Catalonia’s Terres de l’Ebre, will use €1.25 million from its municipal surplus for sports facilities, mobility projects and urban services after a credit modification approved by the town council on 25 May.
The measure, backed by Esquerra d’Amposta and with other municipal groups abstaining, will also reduce the town’s planned municipal loan. Mayor Adam Tomàs said the surplus will be used for investment rather than to amortise existing debt.
Tomàs said the town’s municipal debt is currently around 37%, which he said leaves enough room for manoeuvre. The Department of Economy and Finance of the Generalitat de Catalunya granted extraordinary authorisation for the move. More local news
The credit modification will reduce the municipal loan to about €3.5 million, from the €4 million originally planned. The funds will also help carry out actions from the Pla de Barris i Viles, the Neighbourhoods and Towns Plan.
Among the main projects, the municipal football pitch will be renovated with new turf and modernised lighting. The work is part of the Generalitat’s Shock Plan and a larger €431,000 project, with €129,300 coming from the surplus. The athletics track will also be rehabilitated, with €135,000 set aside for new tartan and lighting, as part of a total €450,000 project.
For mobility and public spaces, €600,000 will go to the Eurovelo 8 cycle route and the Freginals road. This will cover the second phase of the cycle path and complete work on the old road. The first phase, managed by COPATE, has recently finished, and the full project will cost €1.2 million once complete.
Other allocations include €350,000 for the annual sewerage network renovation programme and €36,000 to adapt municipal floats to current safety rules. The May council meeting also received a report on the average payment period and arrears for the first quarter of 2026, and approved the local public holidays for 2027, set for 17 May and 7 December.
